2.3 TRANSITIONS: Take action to minimise the potential negative effects of the transitions between the youth and adult systems, and custody and the community and vice versa
2.5 DOMESTIC ABUSE: Develop a response to domestic abuse that tackles offending and protects victims
2.6 WOMEN OFFENDERS: Meet the offending needs of women and reduce imprisonment levels for non violent offences
2.7 PERSISTENT OFFENDERS INCLUDING YOUNG OFFENDERS: Reduce the reconviction rate of persistent offenders and the number of young offenders serving short custodial sentences
2.8 LESS SERIOUS / FIRST TIME OFFENDERS: Create opportunities to divert less serious/first time offenders from the criminal justice system and reduce re-offending rates
